I'm implementing a MWL SCU on embedded system with DCMTK.

Yes, this server responses to N-CREATE with successful code, but I cannot set PerformedProcedureStepStatus to "IN PROGRESS".

I doubt my code has some problem but I don't know about MWL communication..

In point of SCU, I've implemented N-CREATE code like this;

PresentationContext: ModalityPerformedProcedureStepSOPClass->1.2.840.10008.3.1.2.3.3

N-Create Request Message
Affected SOP Class UID: 1.2.840.10008.3.1.2.3.3
Affected SOP Instance UID: (NULL)
option: O_NCREATE_AFFECTEDSOPINSTANCEUID(of DCMTK message option value)

DCM Dataset
Referenced Study Study Sequence: (Target Study Instance UID)
Study Instance UID: (Target Study Instance UID)
Performed Procedure Step Status: "IN PROGRESS"

Does I've miss something important feature?
Please reply me in any time.

Hello. Our current version of MWL (3.2) does not suport the N-CREATE messages. It supports now only the N-SET messages. In new version 3.3 we just added N-CREATE handling, we can get you link for beta version, you can try them.
